Make it so neighborhood owners can reserve plots and other players can't claim that plot. This would help with events, neighborhoods that are always active, and so that specified plot can only be claimed by the neighborhood owner.

This can also be implemented for regular players by the neighborhood owner. For example, is there's an event being hosted in the neighborhood and the owner can't join in time or the player with the other required plot can't join, they can reserve that plot for when they join and don't have to wait for someone to leave or be kicked by the owner.
