Add Dynamic NPCs for Enhanced Map Immersion and Quests

Since the map is big and only is a 12 player server, i think it would've be nice if you added Npc cars/people driving/walking around the whole map! i think that would made the map more full and nice, also if this feature is added, i'd also suggest making NPC quests for cash.
