Add Working Sewer ''Door''

Also called utility h*** or manhole. The same principle as the hatches, you can open and close it.

(I am well aware there's already one in-game, please do not flag this suggestion as a duplicate, they're so useless and doesn't seems to work properly on basic shape.)
