There could be Coeptus County Sheriff's Office, Bloxburg Town Police Department, Coeptus County Medical Services, Bloxburg Town Fire Department, FroggyHopz Security Services, and maybe even Coeptus County Park Service. No one has to get a firearm, but we could tase and arrest NPCs who steal or trespass.
