Allow for the use of the Transform Tool on height locked items.

I believe allowing us to use the transform tool on locked height items will increase creativity.

Ceiling Items:
Some custom ceilings do not follow the 12 stud height the game's walls workson but that leaves ceiling items, lights and ceiling fans, clipping with the roof or floating below it. If we could use the transform tool, these items would better fit based on design.

"Wall" Items:
These items are the ones, like the upper cabinets and victorian curtains, that have a fixed height but usually go against walls. If we could use the transform tool, we could make unique console tables (floating cabinet ones) and adjust the curtains to the right height for a window.

Creativity:
Overall, this would give more function to the transform tool and increase what builders can make. Maybe a fallen chandelier on the floor, a fan connected to a ceiling beam, or a modern cabinet console are all examples of what would be possible.
