Scale Tool Glitches in Modular Stages Outside Build Mode

Steps to Reproduce

1. Enter build mode
2. Place a "Modular Stage"
3. Click the scale edit button
4. Click on the modular stage, and attempt to change its scaling.
5. From this point, it will be bugged.

Explanation

This is a bug with the scale tool, where it glitches and remains non-functional outside build mode. So far I've only had this issue with the Modular Stages.

When in build mode, if you attempt to scale the Modular Stages, you wont be able to change them, and the x and check mark will be stuck on your screen. Even after you exit build mode, it stays stuck on your screen, causing the player to be forced to leave and rejoin the game to fix the issue.

As you can see in my screenshot, I'm out of build mode, but the UI is still stuck on my screen. Pressing both the check or the x or the reverse button does nothing. Reclicking the scale button did not get rid of the UI either, as you can see in my other screenshot.
