There is a level 99 tech item that is sitting right above a level 3 item (assuming the numbers are the level to unlock the item). There should be zone for the items and that level 99 item should be in the right-most zone. That way, I can see visually without having to read numbers what items are available next. Look at how there are time zones on a world map and make level zones like that.
