For dispatch, the immersion could be unlimited. My suggestion is simple and can be changed and/or expanded.

Call Taker - Entry Level, Receives incoming calls and collects information into the computer and transfers to necessary department.

Dispatcher I - Second Level, Receives information from Call Taker, can dispatch FCPD, and Sheriff's. Will also be responsible for updating CAD on responding/on scene units, as well as clearing them. Will keep constant communication with such units.

Dispatcher II - Third Level, Receives information from Call Taker, can dispatch DOT, Fire and EMS. Will also be responsible for updating CAD on responding/on scene units, as well as clearing them. Will keep constant communication with such units.

Dispatcher III - Fourth Level, Receives information from Call Taker, can dispatch VHP and SBI. Will also be responsible for updating CAD on responding/on scene units, as well as clearing them. Will keep constant communication with such units.

Supervisor - Fifth Level, Oversees dispatch center operations. Supervisor is responsible for the overall success of the dispatch center. Required to jump in on large scale incidents to coordinate.

Optionally, VHP and SBI can have their own dispatchers within the department as they are "State Level Entities" Coming from Pennsylvania, Our state police have separate dispatchers. As does our DOT. The system I came up with seems applicable more so for the game, rather than copy and pasting my experience with our dispatch center in my county. Our county runs 1 call taker and 1 dispatcher for Fire, 1 for PD, and 1 for ems, with 2 supervisors available.
