Allow the heads of departments [Sheriff, Chief of Police and VHP Chief respectively] to detain people of other teams including VBI. It is extremely bothersome and a pain every time VBI just commits a crime and goes away with it unaccountable. Before uneducated individuals give me lecturing about federal immunity [Ik who you are]. VBI is based off of CBI or California Bureau of Investigation. Even then realistically no matter who you are if you commit a crime you are held accountable even if you're the POTUS. America isn't a monarchy/dictatorship and everyone is held accountable for their crimes.

Another problem is that VBI tends to just let go of other VBIs under the wrong excuses or sometimes just commit crimes themselves to forcefully help their friend out of an arrest [This has happened way too often and some people even got teambanned for it].

The sheriff is more qualified than a forensic analyst at some investigative bureau meant to be accessible only through buying donor and handles only investigations that are above what the average municipal police department can't handle due to lack of resources or internal affairs [they do it from afar]
