Let LEOs the privilege to be able to arrest SBI

Recently lots of report about SBI being corrupted and start doing what ever the f*** they want since they know no one can arrest them, this is unfair for roleplay since even if we call different SBI there will be higher chances of them hook up with each other to get their problems solved
