Add Commercial Vehicle Enforcement Sector for Stopping Narcotics and Other Cargo

For VHP, Add a commercial vehicle enforcement sector that focuses on stopping commerical vehicles if they can be added aswell.
Commercial vehicles can be added for both large scale narcotic trafficking for shipping from 1 area to the other and the vehicles can be stopped by the VHP CVE For a check if they got narcotics or burger patties for mcdonalds,
Overall it’s a good suggestion in my idea and it can bring some life and fun into VHP Because they only got 1 branch and it’s patrol.
