Add Lockpick Tool for Stealing Cars with Mini-Game Hotwire Mechanic

Create a lockpick tool that is illegal to carry for civillians. So us civillians can steal both LEO cars and civillian cars that are on the street. Also make it so the lockpick can unlock trunks on both LEO and civillian vehicles. Maybe add so a car alarm alarms to the owner for about 20 seconds to make it fair. Maybe, also that you have to play a ''mini-game'' to hotwire the car.
