In order to fish legally, individuals would be required to obtain a valid fishing license. This requirement would encourage compliance with regulations and add a layer of realism to the activity. Once fish are caught, they could then be sold, creating a simple but effective economic loop that rewards players for participating in this system. Additional mechanics, such as different types of fish or varying values, could further enrich the experience.

Alongside the introduction of fishing, a new specialized unit could be established: the Fish and Wildlife Service. This department would be responsible for overseeing fishing activities, ensuring that all regulations are respected, and preventing illegal practices. Officers within this unit could carry out inspections, verify licenses, and monitor protected areas to maintain order and environmental balance.

It is important to note that the Fish and Wildlife Service should operate under a clearly defined and limited jurisdiction. Their primary focus would remain on lakes, rivers, and rural or wilderness areas, avoiding regular patrol duties within the city itself.
