Modernize Florence City Port Police with Maritime Tactical Team Gear

Modernize the Florence City Port Police Team, add a spitmask, punch, and newer more modern tactical rifles. Add a small selection of tactical gear at the highest ranks for a "Maritime Tactical Team," which is spec to the IRL Port of Los Angeles Police.
