I think adding rentable scooters would make the game feel more realistic and useful for civilian RP. Players could rent scooters from stations around the map and get charged based on how far they travel, similar to a taxi meter. When renting the scooter, the game could warn players that if they leave it abandoned for more than 10 minutes without use or without returning it to a scooter station, 10%(or lower)of their bank account will automatically be removed so people do not leave scooters everywhere(also if they leave remove 10%(or lower) of their bank account). If the scooter gets heavily damaged or destroyed, the player could also be charged double the original rental cost.
