Players should not be able to draw or use firearms while in water. The problem is that some players use water to escape law enforcement while still being able to shoot, which gives an unfair advantage. Being in water also gives cover, making it hard to see them or their weapon. Because of this, players can wait and then attack officers near the water while staying partly hidden. This is also not realistic, as guns do not work well underwater and cannot keep normal damage or accuracy in those conditions.
