Add a Texas based DPS Hellcat Pursuit unit (Should be kept in low stock but high price tag probably 80 like other units)
-Benefits: New Insert for DPS and profit for React Studios
This would make the playing field level as HCSD has a hellcat and so does SBI. Even when those departments DO NOT specialize in pursuits. That's primarily a state trooper thing.
