Addition of a grappler to VDPS and grappler addition to CERTAIN inserts on VDPS.
Reasoning: Texas DPS does have Grapplers equipped on their Ford Super Duty trucks.
Benefit: This would balance out the trucks low speed when in a pursuit with a Civilian sports car such as a Hellcat or Audi etc..

Since Texas DPS has Grapplers on its Ford Super duty trucks and grapplers are often equipped onto specialized pursuit units. It would make sense that certain inserts and pursuit units get the same on VDPS.

Current Vehicles on VDPS that should have the grappler include: VDPs Camaro, VHP CIU-Pursuit Dodge Charger, VDPS Ford Super Duty. VDPS Hellcat (If Added)
Benefits:
If grapplers are added onto said vehicles they should be kept in low amounts. (Super Duty: 2 OR 3 Trucks in-game fitted with grappler) Or could be added as an insert (Same truck just with a grappler) should be sold with around 50-60 price tag and a low stock.
(CIU Charger- Insert)
-Should have a grappler as it is an older insert and already was sold in a low amounts this would make the price tag actually worth it. Not to mention its specialized pursuit unit.

(VDPS Camaro- Insert)
-Should have get a grappler as it was already sold in lower amounts than the CIU Charger, also a pursuit unit therefore should have a grappler as grapplers are equipped onto specialized pursuit units.

(VDPS Hellcat- Insert)

• Should also have a grappler as it a specialized pursuit unit. (If added should be sold as with a high price tag of 80-90 and super low stock of 30-45

The grappler would be a game changer for VDPS as most of VDPS units cannot catch up with civilian Hellcats and Audi's which all can go above 160+ MPH. Not only would the addition of a grappler to certain inserts stop the complaining of customers whom bought the VDPS Camaro and CIU Charger but it would make both inserts worth the high price tag of 70-80 dollars.

Grapplers should really be only a VDPS thing as VDPS is the only department that is really specialized for pursuits on long roadways and highways (SR91 and SR32, SR 105).

Balancing:
-if possible, the grappler variation of the inserts that are mentioned should be EXP locked to above 40,000 or 50,000. (With no way around this requirement to really limit the usage of grappler- This includes paying to bypass the rank ladder.) This would limit the use of it. We don't need EVERYONE with a grappler and have ERLC situation.
This rank locking of variants would ensure that it is rare to encounter a unit with a grappler.
