Clarify Patrol Officer Authority During Hostage Situations

I would like to propose clarifying officer authority during hostage situations.
When a hostage situation is declared, tactical decision-making should transfer to the designated specialized unit or incident commander. Patrol officers should not independently initiate lethal intervention unless an immediate and unavoidable threat exists that leaves no reasonable alternative.
Hostage negotiations require coordinated command. Unauthorized intervention can unnecessarily escalate the situation and place hostages, officers, and civilians at greater risk.
Patrol officers should focus on containment, intelligence gathering, public safety, and following the direction of the incident commander until authorized to act.
This clarification would improve realism, reinforce the chain of command, and reduce confusion about when patrol officers may independently use deadly force.
