Add Light Kevlar Vest and Ballistic Helmet for Regular Patrol Vehicles

Allow regular patrol vehicles to have a light Kevlar vest and ballistic helmet in the trunk, and have special operations vehicles to have a plate carrier and ballistic helmet in the trunk. Some people want to be a patrol officer but have to respond to high risk calls with extra protection.
