Feature Suggestion: NVR (No Vehicle Respawn)

I suggest adding an NVR (No Vehicle Respawn) system or rule. Currently, if a player dies during a traffic stop, pursuit, or shooting, they can instantly respawn another vehicle before officers have the chance to impound the original one. This allows players to avoid impound fees and removes consequences for abandoning or losing their vehicle.

Suggested Rule: Players involved in a police scene may not spawn another vehicle for 5 minutes or until their previous vehicle has been impounded or the scene has officially ended.

Benefits:

• Prevents players from bypassing impound fees.
• Gives officers time to process and impound vehicles.
• Adds consequences for fleeing or dying during police interactions.
• Improves realism and fairness for both law enforcement and civilians.
• Easy for moderators to enforce using clips, similar to rules like LTAA or NLR.
