Update Speed Radar and Siren Panel Interface for Better Usability

  • remake speed radar and plate reader gui - The current one looks a bit old compared to the siren control panel and it doesn't have the option to move it, so it blocks the view a bit
  • add possibility of resize siren panel becuase its so big and on small monitors it takes a lot of space.
