I've never experienced an issue this severe in my time playing, its very disappointing to be unable to play one of my favorite games because of a literal blinding beam. I can't imagine someone with genuine epileptic problems or other sensitivities being affected by this.

Explanation
Ever since the 9.6.0 patch, a bright and sometimes strobing light is almost always present in the upper left corner of the screen during gameplay. It's usually green, though sometimes blue, varying in brightness, and follows the camera movement. It seems to be a present fixture above the character as it sort of "follows", even so much as leaving a trail. Elevation seems to make it change from blue to green?
It sort of seems maybe it could be related to lighting, as it appears more frequently/brightly around certain in game lampposts and other light sources.
It's very harmful to the eyes, and is most certainly gameplay effecting, as it just blinds my vision during chases and such.
It does also appear in killer POV, in the exact same location. It is not as severe in killer POV compared to survivor POV.
I've tried verifying files and it's found nothing wrong, and my drivers are up to date. I'm wondering if it's related to AMD drivers specifically and the engine changes that came with patch 9.6.0
