Steps to Reproduce

Boot up Hawkins Laboratory in a custom game
Check the under the main stairs to see if it has spawned
Repeat until it does

Explanation

Both pallets spawned on the loop under the main stairs of Hawkins Laboratory, when only one would ever normally spawn. They are back to back and make the tile far too strong.
