For the enforcers its pretty common for people to run off with the bomb alone so I think there should be a option to opt in to get the emp unless it is like that in ranked but I haven't played and I know its not in casual and to have a brief message on your screen letting you know that you have the emp and it should probably say something along the lines of

"Heads up, you have the emp, guard it with your life or pass it along to somebody else"

or some other text like that would be good to have
