Adjust Helicopter Repair Efficiency Based on Passenger Count

NERF AGAINST HAVING A SQUAD OF PEOPLE REPAIRING 1 HELI

A good way to nerf having a whole repair squad in a heli is by reducing the contribution to repairing by how many passengers are in the heli.

(eg: 1 person on board does 100% of healing -> 2 people on board then each does 60% contribution [assuming they are both engineers] to where if they are both healing it’s still 20% more than if 1 person was healing instead of 100% more like how I believe it is right now) This effect may apply directly on just the number of passengers of all classes or just engineers, depending on what feels more balanced in practice.

Numbers are made up just to show the idea. Still should be some benefit to having more people on board especially if they’re healing, but this limits those times were a little bird or a black hawk is an almost un-killable foe.
