Steps to Reproduce

1. Open pause menu
2. LB does not cycle to handbook
3. On Ops command terminal, LB and RB only cycle between directives and stats, ignoring the other 2
4. On Enhancement terminal, the pop up for new chips earned displays Y to close, but it does not. It can be closed by joystick mouse over and A

I found various UI bugs with controller. I am on the Steam deck, so I do not know if it is just for that.
