Steps to Reproduce

1. This is an issue with level generation, so I can't really give you steps.
2. I can, however, tell you that this was on level one of a depth D-01, Complexity 2 facility in the salt pits.
3. I was playing solo as falconer

Explanation

The workbench's toolbox spawned between the outer wall of the entrance chamber and the destructable terrain; I had to awkwardly dig around the chamber to reach it. Inconvinience asside, it seems implausible that someone accidentally "dropped" it there.
