Implement a Quick-Chat System with Numbered Messages and Voice Lines

Add a quick-chat system (ala Dirty Bomb's v-say system) where players can press V for quick chat, use specific numbers for predefined messages (e.g., v54 for 'Hi'), and have voice lines play for added immersion.
