Steps to Reproduce

1. Spawn in the 2025 ST for supervisors
2. Ensure it is just under the 2022
3. Observe if it spawns sometimes not in the pole and sometimes it does

Explanation

When you spawn the JPD 2025 explorer ST it spawns inside a pole in the parking lot like the west side of the parking lot
