Steps to Reproduce

  1. Look someone up in CAD while on the EMS team
  2. Attempt to create any of the aforementioned reports
  3. Add charges (just so you can avoid the 'Please add charges' error)
  4. Try to submit/save the report
  5. Nothing happens

Explanation

Unable to submit 608/medical reports or attendance notes on CAD as EMS. Requires us to add charges (which doesn't make sense for EMS to do), and nothing happens when we hit the submit button.
