Steps to Reproduce

1. Having a certain amount of upgrades that might be on the brink of having a scroll bar
2. Observe if the game is unsure whether to have a scroll bar

Explanation

When looking at builds, the upgrades part gets a little glitchy from the scroll bar appearing and disappearing very, very rapidly.
