Game Continues Running After Quitting Despite Error Message

Steps to Reproduce

1. Open game via Steam
2. Close game
3. Error when trying to reopen game

Explanation

When closing RC and wanting to reopen it it causes an error saying it already runs. I can't find it in the actives in Task Manager or elsewhere. On Steam it is marked as running even tough i clicked quit to Desktop ingame. Clicking stop on Steam causes the game to switch to a "Stopping" state until i close Steam entirely. This is also the fix. When relaunching Steam everything works fine. reopening the game doesn't work though. I play on a low spec laptop yet i don't think performance is the issue here.
