Regression of:	#920 Retcon Ability Not Triggering Despite All Players Down This issue was created as a new bug instead of being marked as a duplicate because the original issue was already Closed.

Steps to Reproduce

1. I unfortunately have not been able to reproduce this yet, as I have only experienced it once

Explanation

Retcon's revive skill did not activate during a mission. I unfortunately have only experienced it once but it was off cool down and when me and my friend went down, it did not proc and we just went straight to the lose screen.
