Blinking Limitation for The Nurse on Coal Tower's Main Building Staircase

Actual Result:	The Nurse cannot blink onto the area shown in the video despite it very clearly being a valid place to blink to.
Expected Result:	The Nurse should be able to blink onto valid places.

Steps to Reproduce

1. Play as The Nurse.
2. Load onto the map "Coal Tower".
3. Try to blink in between the main building staircase and notice you cannot unless it's the very top or bottom of the staircase.

Explanation

The Nurse is unable to blink in between the Coal Tower's main building staircase, only the very top or the very bottom, on other maps it's possible to go to any point of their main buildings staircases but on Coal Tower it is bugged and you cannot teleport to the staircase unless it is the very top or bottom. I've attached a video to help show the described issue.
