Regression of:	#812 Weaving Spiders perk not reducing generator charges This issue was created as a new bug instead of being marked as a duplicate because the original issue was already Closed.
Actual Result:	Some gens do not get the permanent reduced chrages
Expected Result:	ALL gens should get the reduced charges

Steps to Reproduce

1. use invocation: weaving spider
2. complete the ritual
3. do a generator

Explanation

Invocation: Weaving Spiders is bugged. It doesn't give all the gens 10% permanent progress. Only some gens get that permanent progress.
