Steps to Reproduce

1. Purchase a perks from shrine of secrets
2. Go to a character you currently have and get that perk from the blood tree
3. Purchase new character
4. Go the blood tree of newly acquired character and spend away not being able to see said perk from shrine of secrets

Explanation

After buying perks from the shrine of secrets you should have access to that perk on all current and future characters. However I seem to have multiple characters missing those purchased perks. For example I have inner strength on Kate but not on Sable or Rick Grimes.
