Steps to Reproduce

1. On one platform, remove all quest notifications
2. On another platform, do not remove all quest notifications
3. Merge accounts on cross-progression
4. Notification does not go away

Explanation

After enabling cross-progression, the "Quest" notification does not go away under any circumstances. This happens if not all quest notifications (like the tutorial ones) are removed before merging accounts.
