Steps to Reproduce

1. Play Black Banquet as Survivor (bring a Fog Vial)
2. Get the Course that enables Portals
3. Activate the Banquet Payoff for empowered Portals
4. Go through a portal with a Fog Vial that does not have full charges
5. Observe the portal not refill Fog Vial charges

Explanation

Using Black Banquet Portals during the Payoff does not refill charges on Fog Vials. This makes the Portals event useless for Fog Vials.
