Steps to Reproduce

1. Fixing Built To Last when using Potential Energy

Explanation

whenever using the perk 'Potential Energy' with the toolbox (banquet toolbox in my case) after recharging it in a locker using 'Built To Last' , The Potential Energy only stacks up to 3-5 while using the toolbox, then stops stacking but keeps taking charges from the toolbox. I'm not positive if it's a feature to prevent spamming the toolbox with Potential Energy, but I think it's a bug.
