1. Be in TR
2. See if it triggers
3. check if momentary glimpse prior to cooldown ending affects the trigger

Explanation

Scene Partner activates within the Killer Terror Radius without looking at the Killer directly. It seems to activate when you saw a killer shortly before the cooldown ending.

This issue is also present while in a locker.
