Steps to Reproduce

  1. In my Jumbled mission, I took CQC Protocol before any weapon.
  2. I am not sure if this had to do with the bug.
  3. CQC Protocol does not work when dwarf has 0% ammo due to having no weapons/gear.
  4. CQC Protocol does not work after gaining a weapon.

Explanation

CQC Protocol does not provide any buff.
