Explanation

I found the bug where I'd get the last weapon's upgrades. If you interact with the workbench, see the upgrades but don't choose anything and cancel the interaction. Now, go to the heavy weapon's crate and choose a new weapon. Return to the workbench and you will see the last weapon's upgrades and not the new one's.
