High GPU Usage When Game is Paused

Steps to Reproduce

1. Had Task Manager open to test how the game would run on certain specs.
2. Went to pause the game.
3. Noticed GPU usage spike from ~35%-40% to ~85%.
4. Turned graphics down to medium.
5. Set FPS to 120 with Vsync on.
6. GPU usage spiked to around 70% when paused.
7. Normally GPU usage is around half of that when playing the game normally.

Explanation

The game will almost, sometimes more than, double the amount of work its making my GPU work when the game is paused. My GPU is very strong, much much stronger than the Steam recommended section.
