Cave Leeches Spawning Despite Not Selecting Modifier

Steps to Reproduce

1. Play a Depth 2, Complexity 2 run
2. Ensure Extra Cave Leeches are a modifier option
3. Do not pick Extra Cave Leeches

Explanation

Got the cave leech modifier without picking it. During the trip between floor 2 and 3 we had the option of more leeches or more enemy melee damage. We picked melee damage, but had to kill 5 or 6 leeches anyway. That doesn't feel like normal spawn.
