Flare Gun Reloads Unnecessarily with Partially Full Magazine

Steps to Reproduce

1. Shoot at least 1 flare
2. Switch to a weapon
3. Use the weapon for about a minute
4. Switch back to the flare gun
5. Check that there are at least 2 flares left in the gun
6. Observe that it forces a reload animation

Explanation

When using the flare gun with partially full magazine switching back and forth to it would sometimes cause a reload animation.
