Long Cooldown Time Before Timer Activation

Steps to Reproduce

1. Enter the gear shop before the true action gameplay
2. Use one of your perks, for example, the guardian A+R
3. Wait for the cooldown before starting the timer (note: it's very long)

Explanation

Not a Bug, sorry. Suggestion.
When in a zone without the timer, maybe the cooldown should get shortened ? Right now I'm waiting for the cool down because if I go in, then the timer starts and I wan to have my perks ready.
