Rewind Time Ability Timer Bar Display Issue

Steps to Reproduce

1. Activated time rewind
2. orange bar instead of blue bar
3. 25% of time left bar became blue again

Explanation

Playing as Retcon, when I would use the rewind time ability, my timer bar would very often appear as an orange full ability bar rather than the blue bar ticking down. It consistently would go back to the blue bar around 25% of the ability but for the rest I mainly had to guess how long was left.
