Terrain Scanner Remains Open During R.E.P.D Upgrade

Steps to Reproduce

1. Look at terrain scanner, usually right after depositing, as the bar progresses to get to the upgrades screen
2. Keep looking at terrain scanner
3. After upgrades are done, the map remains while no buttons are pressed

Explanation

Terrain scanner remains open while no buttons are pressed if looking at it while R.E.P.D is doing upgrade. It does not obscure upgrade screen. Can be jarring if in a manic situation when exiting upgrade screen.
