Controller Navigation Issues in 'Operations Command' Terminal

Steps to Reproduce

1. Use a controller.
2. Open the 'Operations Command' menu.
3. Press any button to change the sub-tabs in the Directives tab.
4. Nothing happens.

Explanation

When using a controller, when perusing the "Operations Command" terminal menu, there seems to be no way to navigate the sub-tabs in the Directives and Statistics menus with the controller. For example, in the main menu, the bumper/shoulder buttons allow us to navigate through the main tabs (Reclaimer Handbook, Status, Options, Patch Notes, and DLC). And then when on a tab that has sub-tabs, the trigger buttons can be used to navigate through the sub-tabs. I would normally think the same convention would be used in the "Operations Command" menu.
